Fourth, preliminary health care is for the community based rehabilitation. This means that it is necessary to take the social, educational, professional and social comprehensive measures for the disabled with a defect in normal function, so as to make them restore the function and gain the ability to live, study ad participate in social activities.

Health insurance reform will make the medical security of staff and workers more standard and effective.
